Newt on Agenda21 and the influence of ICLEI on local governments.

Take the learning about ICLEI challenge: ICLEI is an international association of local governments as well as national and regional local government organizations who have made a commitment to "sustainable development."

Sometimes it appears that local representatives do not listen to their constituents. This website attempts to answer the question' of "Why do I feel this way?" Althought it is directed at our city, the problems and explanations criss cross the country. While there are many good suggestions within city development plans which everyone should encourage, there are amazing lifestyle changes buried within the document pages which will eliminate the "American Dream" of a single family home, automobile ownership, and the freedom to travel. On June 13, 2010, the Tulsa City Council approved PlaniTulsa. The issue is not new as described in this 2006 article, Fundamental change. This program created a Centralized Planning Commission designed to fundamentally change the future of our city. The primary goal of this plan is for the replacement of single family homes with groupings of multistory/multipurpose buildings surrounded by sidewalks with transportation services provided by light rail, buses, and bicycles. The design defines metropolitan areas similar to the Bartlett Square area before the fountains were removed. These centralized locations for condos, business, and retail shopping areas are designed to minimize travel by automobile and maximize public transportation. The primary purpose of this process appears to be the implementation of sustained development and the economies of "green energy".

The primary funding for this 30 year program appears to be the issuing of municipal bonds, and grants from the federal government. The use of private/public partnerships are envisioned to expedite the rezoning of private property, and the use of eminent domain to provide availability of land for the construction and development of these new high-rise community centers. The vision is the creation of "Walkable Cities", high density centers, where inhabitants can walk to work and retail shopping. Thus, greatly reducing the requirement of automobile travel around city is one of paramount importance. Reducing hydrocarbon emissions is another goal, even though energy production is a leading industry in Oklahoma. What is the origin of this plan that discourages use of a primary Oklahoma product, hydrocarbon fuels? Next, is the plan the dream of local residents or the dream of international officials?

ICLEI/United Nations Plan for Local Development

One possible explanation is the ICLEI (International Council for Local Environmental Initiatives) program's alignment with the United Nations plan UN Agneda 21. Now widely known as "ICLEI-Local Governments for Sustainability" was founded in 1990 to address climate change, clean energy, and local sustainability. ICLEI identifies itself as an international association of local governments and national and regional local government organizations that have made a commitment to Sustainable Development. The United Nations Framework Convention on Climate Change defines climate change as "a change of climate which is attributed directly or indirectly to human activity that alters the composition of the global atmosphere and which is in addition to natural climate variability observed over comparable time periods." Sustainable energy sources are most often regarded as renewable energy sources, such as hydroelectricity, solar energy, wind energy, wave power, geothermal energy, bioenergy, and tidal power. ICLEI is non-governmental organization certified as a partner of the United Nations.

How to Determine UN Influence?

When reading the documentation written by Environmental Groups and/or NGOs, the language at first appears interesting and forward looking. Many of the ideas are presented very well with nice colors and graphics. However, by careful study of the documentation, clues as to the end game are sprinkled throughout. There are a number of keys highlighting United Nations influence.

  • The influence of a United Nations certified consulting group (NGO) leading the evaluation and research process. Many times these groups offer their services at no charge to the local governing organization. They offer to write the proposal obtaining Federal Grants to finance the projects while obtaining their fees as a percentage of the Federal financing dollars.
  • The documentation repeatedly uses numerous terms found in the Environmental Glossary found in another section of this website. The phases sustainable development, greenhouse gases, mixed-use development, smart growth, and concensus could indicate UN presence in your local community palnning commission.
  • Must of the work and funding is directly with commissions and authorities thus bypassing the review and approval of elected representatives, such as, a city council or the county commissioners.
  • Look for areas where federal rules override the influence and opinion of the local citizens. The best example is in public schools where the curriculum and policies are mandated by the Department of Education and not the parents of the students.
  • Periodic meetings are opened to the public explaining their proposals and asking for public input, however, there is no open question and answer period at the end of the session. Attendees are requested to ask questions in one-on-one sessions with consultants scattered around the presentation hall.
  • A recommendation of developing public transportation, light rail, high speed rail, bike trails, and walking while seeking to limit the use of automobiles and other vehicles which burn carbon fuels.
  • The discussion of human rights and limitations on or the complete abolishment of property rights.
  • The local government becomes a member of ICLEI - Local Governments for Sustainability.

The Guiding Principles of a new Economic System

The guiding principle of the new universal education system is Sustainable Development. People everywhere must be taught facts about environmental risks that are sensational enough to scare them into compliance. They must be persuaded to accept unthinkable limits on consumption, land use, transportation, and family size. Everyone must protect resources for future generations, say UN leaders, but they agree that the real meaning of sustainability is based on the E's: Environment, Economy, and Equity, which point to a redistribution of the world's resources: money, energy, water, and people-in order to create global equality. One objective of some environmental groups is the reduction of the world's population from 7 billion to total of 1 billion people. This new system in not built on improving the world for the next generation, but limiting the future by basing decisions on environmental restoration instead of economic improvements.

Green Energy Explained

"Green Energy" is energy that can be extracted, generated, and/or consumed without any significant negative impact to the environment. The planet has a natural capability to recover which means pollution that does not go beyond that capability can still be termed green. Green power is a subset of renewable energy and represents those renewable energy resources and technologies that provide the highest environmental benefit. The U.S. Environmental Protection Agency defines green power as electricity produced from solar, wind, geothermal, biogas, biomass, and low-impact small hydroelectric sources. At this time, green power supplies less than 1% of the energy consumed by the United States. Customers often buy green power for avoiding environmental impacts and improving greenhouse gas reduction benefits.[5] Article 9 of the UN Declaration of Human Rights (1948-66) states that all people should promote sustainable development all over the world to assure dignity, freedom, security and justice for all people.

Long Range Goals of ICLEI and the United Nations

The Environmental Assistance Program (TAP) - Claims to help improve the safety and security of water sources while it gives all your money and property to the state, where only a privileged few can actually live any kind of decent lives. One primary objective is to decrease the lifestyle of most citizens living in the United States.

A new set of economic, environmental, and social guidelines are in. Citizenship, democracy, and education have been redefined: such as the end of national sovereignty and private property.

Handpicked civil leaders will implement UN laws, bypassing state and national representatives to work directly with the UN: Heard of Common Purpose, anyone?

Agenda 21 concludes that indicators of sustainable development need to be developed to provide solid bases for decision-making at all levels and to contribute to a self-regulating sustainability of integrated environment and development systems.
