One problem with researching the effects of programs such as ICLEI is the estimation of future problems will result from the implementation of the Federal funding of local programs. Often the results of Federal Grants for local programs do not appear as the plans are first placed into execution. However, Federal money always comes with many strings. Even with these difficulties, the eventual outcome can be estimated, because eventually the control over these programs will transfer from local citizens to federal government bureaucrats. This section provide cases studies demonstrating this loss of local government control.
In Tulsa, Oklahoma the majority of citizens are happy will their local trash service which has been in effect for decades. However the local trash recovery authority, TARE, is attempting to decrease the days of trash pickup, and transition to heavier trash containers which many senior citizens cannot drag up some of the hillside driveways.
